
A Tale of Two Neighborhoods
Two recent experiences have led me to conclude that we need to go further in analyzing the effect of neighborhood-level institutions on racial segregation across urban neighborhoods. As a board member for the University District Development Corporation (UDDC) in Little Rock, I participated in a decision last year to extend the UDDC’s boundaries to include a neighborhood with significantly lower income and a larger nonwhite population compared to that of the University District.

Urban Governance in the Suburbs
Much of our understanding of urban politics and local governance is shaped by a focus on large central cities. Yet, many US residents don’t live in these urban spaces. In fact, a report from the Brookings Institute, notes that the distribution of population in many MSAs is significantly dispersed between the central city and suburbs. And while research on local elections and political behavior is growing, literature on politics in suburban cities remains underdeveloped.

Progressive Local Voters in the U.S. South
In May 2018, Athens-Clark County, the home of the University of Georgia, local elections took place alongside gubernatorial and other statewide office primaries, in which the mayor’s office and five seats on the 10-member unified county commission were up for their regular four-year terms, along with half the schoolboard and two judgeships. Although Athens-Clarke County is ideologically liberal, the 2014 elections for these offices saw moderate and right-leaning candidates win these non-partisan offices.

Surge in LGBTQ+ and Women of Color Candidates, Yet Obstacles Remain for LGBTQ+ Voters
The diversity of political candidates across the states is becoming evident with each election cycle, particularly at the local level. More women of color and LGBTQ+ candidates are not only leading strong competitive campaigns, but also winning office with progressive platforms. In 2017, for example, nine openly transgender candidates won elections mostly at the local level: four in city councils and two in school boards. Minneapolis elected two transgender council members – Andrea Jenkins and Phillipe Cunningham – making them the first out transgender black woman and first out transgender black man elected to public office in U.S. history.

Light-rail Investment in Seattle
Public infrastructure has always shaped patterns of metropolitan growth and residential segregation. Street-car lines, followed by highways, created important corridors from cities out into the so-called “Crabgrass Frontier” (Jackson 1985). New access to undeveloped suburban areas combined with government-insured mortgages with low down-payments generated vast opportunities for housing construction. However, through much of the 20th century “redlining”, discriminatory housing covenants, and exclusionary zoning maintained a system of residential stratification preventing racial and ethnic minorities from moving outward to burgeoning suburbs. Consequently, many urban neighborhoods became racially-segregated, faced disinvestment due to housing policy favoring lending to suburban contexts, and experienced increasing “mismatch” from suburban employment growth.

Sanctuary Cities
Due to the stall in immigration reform at the federal level, there has been a rapid increase in state-level immigration policies over the last 15 years. Some states pursued restrictionist policies aimed at limiting immigrants’ rights and increasing immigration enforcement, such as Arizona through SB 1070, while others have sought to expand and protect immigrant rights, such as California in declaring the entire state a sanctuary. During the 2016 campaign and in his presidency, Donald Trump repeatedly promised increasing restrictive immigration policies aimed at reducing the number of undocumented immigrants, massive deportations, building a wall on the U.S-Mexico border, and imposing harsh penalties on immigrants.

Racial/Ethnic Transition and Hierarchy Among Ascending Neighborhoods
When neighborhoods’ socioeconomic status (SES) improves, does their racial/ethnic composition change? Is socioeconomic change also a process of racial/ethnic transition from minority to white? Often when minority neighborhoods are experiencing socioeconomic increases, residents and anti-gentrification activists perceive such a threat—that higher-income, mainly white newcomers will “invade” the neighborhood, potentially displacing residents and altering the neighborhood’s racial/ethnic makeup.

Race and Legislative Responsiveness in City Council Meetings
The local council is one important institution that provides opportunities for constituents to directly interact with their legislators. In holding public hearings on specific policy proposals and reserving time for the public to comment on more general matters, city council meetings enable constituents to voice their concerns about community and municipal-related matters to elected officials. However, we know little of the potential disparities in how legislators treat different racial and ethnic groups in these meetings. Are there racial differences in the propensity of legislators to respond to and acknowledge a constituent’s concern?

Putting Culture On The Map
Over the last decades, culture has become an essential ingredient in the economic development strategies of cities around the world. In this context, the development and promotion of ethnic neighborhoods—e.g. Chinatown, Little Tokyo, Harlem—is a strategy for revitalizing diverse urban areas. The local newspaper is a key actor in this process: it represents and promotes a city’s cultural assets, and in doing so shapes the way readers perceive of different communities. Given the tastes and preferences of today’s young urban professionals, “hipsters”, and tourists--urban environments characterized by ethnic diversity, authentic cuisine, and unique cultural experiences--these representations have the power to attract new capital and residents to immigrant communities.

Cashing In On Distress
The finance industry plays an important role in shaping inequality. Private financial institutions determine, often in partnership with government, where to invest in housing, economic development, and infrastructure. These investments are often drastically uneven, fostering job growth and housing value appreciation in some areas and economic decline in others. One manifestation of this disparity is dramatic differences in access to services. While the affluent are able to build home equity and retirement accounts via access to “mainstream” financial services, the poor are disproportionately reliant on “alternative” or “fringe” services, such as check cashing outlets (CCOs), payday lending, and subprime mortgages.

Donald Trump is from America’s Most Diverse Neighborhood, How Did That Happen?
Queens, New York City’s second largest borough with nearly 2.3 inhabitants, is known as the beating heart of the city’s many immigrant communities. Once a collection of splintered garden districts, public housing estates, and industrial areas, the borough has grown enormously in the last fifty years. It is arguably the most diverse place on earth and the American torchbearer for tolerance and multiculturalism. It is also the place that brought the world Donald Trump.

Explaining Differential Treatment of Renters Based on Ethnicity
In Sydney’s highly competitive rental market, we were hearing anecdotal reports of rent seekers being treated differently according to their ethnic background. We designed an experiment to test whether these anecdotal reports reflected systematic differences in treatment. Using a method widely used in the US and elsewhere, in late 2013 we conducted a ‘paired testing’ experiment, which involved sending renters of Anglo, Indian and Muslim Middle Eastern backgrounds to rental properties advertised on a large real estate website.

Race and State in the Urban Regime
In most U.S. cities, local authorities are responsible for governance of the local public schools and managing the local water supply, among other things. However, in many U.S. cities, local residents and their local elected officials do not have decision-making authority over traditional local government functions. In cities like Detroit, New Orleans, and Newark, states control the local schools. In Flint, the state of Michigan has governance authority over the city’s water supply. These cities have experienced state takeovers of their local governments.
